color: rgb(247, 144, 7);\">Deve\u00adlo\u00adp\u00adment and imple\u00admen\u00adta\u00adti\u00adon of an indi\u00advi\u00addu\u00adal engi\u00adnee\u00adring tool <br>for the IEC61850 engi\u00adnee\u00adring process<\/strong>\n                            <br>\n                          <\/p>\n                          <p>With its two TSOs \u2014 Elia in Bel\u00adgi\u00adum and 50Hertz in Ger\u00adma\u00adny \u2014 the Elia Group is one of the top 5 lea\u00adding trans\u00admis\u00adsi\u00adon sys\u00adtem ope\u00adra\u00adtors in Euro\u00adpe. Elia and 50 Hertz ope\u00adra\u00adte a near\u00adly 18,990 km long high-vol\u00adta\u00adge net\u00adwork in Bel\u00adgi\u00adum and the nor\u00adthe\u00adast of Ger\u00adma\u00adny, which tog\u00ade\u00adther sup\u00adpli\u00ades almost 30 mil\u00adli\u00adon end con\u00adsu\u00admers (lar\u00adge indus\u00adtry and house\u00adholds) with electricity.<\/p>\n                          <p>Elia ope\u00adra\u00adtes a trans\u00admis\u00adsi\u00adon net\u00adwork in Bel\u00adgi\u00adum with vol\u00adta\u00adge levels bet\u00adween 30 and 400 kilo\u00advolts (kV). 50Hertz trans\u00adports elec\u00adtri\u00adci\u00adty in Ger\u00adma\u00adny using the high vol\u00adta\u00adge levels of 150, 220 and 380 kilo\u00advolts (kV).<\/p>\n                          <p><em>\u201cIn order to respond to the engi\u00adnee\u00adring needs that were intro\u00addu\u00adced with the inte\u00adgra\u00adti\u00adon of IEC 61850 in our secon\u00adda\u00adry sys\u00adtems, we were loo\u00adking for engi\u00adnee\u00adring soft\u00adware that cover\u00aded all of our requi\u00adre\u00adments. We met the H&amp;S deve\u00adlo\u00adp\u00adment team at a IEC 61850 ori\u00aden\u00adted semi\u00adnar  and they con\u00advin\u00adced us with a tail\u00ador made engi\u00adnee\u00adring&nbsp;tool.<\/em><\/p>\n                          <p><em>We set up a joint pro\u00adject in which the goal was to deve\u00adlop an engi\u00adnee\u00adring pro\u00adcess tog\u00ade\u00adther that would allow inde\u00adpen\u00addent con\u00adfi\u00adgu\u00adra\u00adti\u00adon of sta\u00adti\u00adon gate\u00adways (RTU \/ DCS) and test\u00ading of field pro\u00adtec\u00adtion units. This should ensu\u00adre maxi\u00admum fle\u00adxi\u00adbi\u00adli\u00adty while con\u00adce\u00adal\u00ading the com\u00adple\u00adxi\u00adty of the IEC61850 stan\u00addard from our designers.<\/em><\/p>\n                          <p><em>The \u201cElia SCD Gene\u00adra\u00adtor\u201d deve\u00adlo\u00adped in this pro\u00adject offers us the pos\u00adsi\u00adbi\u00adli\u00adty to edit signal lists, crea\u00adted in the engi\u00adnee\u00adring depart\u00adment, to check them accor\u00adding to the sche\u00adme of the IEC 61850 stan\u00addard and to recei\u00adve a ful\u00adly con\u00adfi\u00adgu\u00adred, stan\u00addar\u00addi\u00adzed .scd file as a result in the pro\u00adject. This includes all IED data models of the sys\u00adtem, gene\u00adra\u00adted from the signal lists, the cli\u00adent con\u00adfi\u00adgu\u00adra\u00adti\u00adon for the RTUs (gate\u00adways), and the IEC60870\u20115\u2013104 infor\u00adma\u00adti\u00adon that is requi\u00adred for trans\u00admis\u00adsi\u00adon to the net\u00adwork con\u00adtrol cent\u00adre.\nDuring the pro\u00adject pha\u00adse, H&amp;S con\u00advin\u00adced us with a high degree of co\u00f6pe\u00adra\u00adti\u00adon and a flaw\u00adless imple\u00admen\u00adta\u00adti\u00adon of our requi\u00adre\u00adments. Becau\u00adse of a high level of fle\u00adxi\u00adbi\u00adli\u00adty, we were able to react to new requi\u00adre\u00adments during the cour\u00adse of the pro\u00adject, to deve\u00adlop solu\u00adti\u00adons tog\u00ade\u00adther and to inte\u00adgra\u00adte them smooth\u00adly into our engi\u00adnee\u00adring pro\u00adcess. The team from H&amp;S con\u00advin\u00adced us in the preli\u00admi\u00adna\u00adry talks with com\u00adpe\u00adtence and ste\u00adadi\u00adly increased our con\u00adfi\u00addence in the work at regu\u00adlar phy\u00adsi\u00adcal mee\u00adtings. I am con\u00advin\u00adced that some of the solu\u00adti\u00adons and ide\u00adas that emer\u00adged during the deve\u00adlo\u00adp\u00adment will be mar\u00adket-lea\u00adding in the future. For exam\u00adp\u00adle, the con\u00adcept of con\u00adfi\u00adgu\u00adring cli\u00adents with gene\u00adric and thus manu\u00adfac\u00adtu\u00adrer-inde\u00adpen\u00addent IED models. Also the com\u00adpa\u00adri\u00adson of IED data models bet\u00adween gene\u00adra\u00adted and real IED models, which is very deman\u00adding in terms of con\u00adtent and an update func\u00adtion based on the com\u00adpa\u00adri\u00adson has been imple\u00admen\u00adted with an extre\u00adme\u00adly intui\u00adti\u00adve solu\u00adti\u00adon.\nWe can defi\u00adni\u00adte\u00adly recom\u00admend working with H&amp;S, as the enti\u00adre pro\u00adcess con\u00adsis\u00adting of a high degree of fle\u00adxi\u00adbi\u00adli\u00adty, per\u00adso\u00adnal cont\u00adacts with very open com\u00admu\u00adni\u00adca\u00adti\u00adon and an agi\u00adle deve\u00adlo\u00adp\u00adment envi\u00adron\u00adment inclu\u00adding an appro\u00adpria\u00adte cost struc\u00adtu\u00adre (also
